was asked to produce Police clearance from all the places I have lived (more than 6 months) and FBI clearance....this is pain in the neck..but what can we do..we don't make rules..some morons do....

I only submitted an FBI clearance with my skilled worker application to Buffalo. Should I send in the state Police Clearance certificates from the states I lived in (Ohio and Massachusetts)?

I am unable to find an agency who does finger printing for immigration purpose in and around Philadelphia, I tried Mail Boxes etc. and Local Police, they don't do it...

I have gone through exactly same problem sometime back. And agree with
you it's a big problem here. What I did is, gone to state police
station(Reading PA)and got fingerprinting done in one of the FBI forms
they were having.(though it was for some other purpose). Guess what,
it got through and I received my clearance few weeks after. One other
thing I found out is, If you get the FBI appln form from FBI though
mail you can go to local police station and get fp done.

Go to your township police and ask for this service. They have the
equipment and form to do this and incline to help you if you are
local. You will be fingerprinted once electronically and you pay
around $5 per printout. You have to specify upfront how many sets you
need as you may have to pay to the local township treasurer and simply
present the receipt to the police.
So you can request for 3 printouts and have one sent to FBI (right
now 6 weeks turnaround time), one to state police (harrisburg) and,
keep the other as souvenir. Hope this helps. cheers!

I called up and also spoke with couple of officers in person but they don't do finger printing for immigration purpose, they only do it for employment purpose but not for immigration, I have called so many of them, I am getting sick and tired of this now..
looks like I will have to lie to get the fingerprints done, which I don't think is a very good idea ??

When you get there tell them its for getting FBI/State Police
Clearance for general use. Its not a lie, its the truth. (As for the
purpose of the FBI clearance, which is immigration, is another
matter.) .
Two things I can suggest.
1. Try the Upper Merion Township Police in King of Prussia that's off
I-76 south (gulph mills exit) coming from Philly. I used this for my
mine
address: 175 West Valley Forge Road • King of Prussia, PA 19406 •
610-265-2600
2. If you are nearer to philadelphia, I think there is a
fingerprinting module right beside the US INS office in center city.
I'm not quite sure if they're exclusive only for US resident
applicants. If not I hope they can point you to the nearest commercial
fingerprinting area.

Did you explain to the policemen that it is about immigration TO CANADA (a different country than the US)? In fact, local police stations don't do fingerprinting for US immigration. And then, I assume they just don't understand the difference between USA and Canada. QED

I got it done today from a private agency in downtown Philly.
This guy has a small mobil van converted into a small photo studio called "Rosa Photo" on Callow Hill between 16th and 17th.
I would recommend his services, nice chap, charged me only $40.00 for 4 sets (2+2) his normal rate is $15 a piece.
his working hours are from 6.00 AM till 9.00 PM, very convenient.

This guy has a small mobil van converted into a small photo studio called "Rosa Photo" on Callow Hill between 16th and 17th.
I would recommend his services, nice chap, charged me only $40.00 for 4 sets (2+2) his normal rate is $15 a piece.
his working hours are from 6.00 AM till 9.00 PM, very convenient.
