I am negotiating with my creditor for a payment plan. Right now, I am not in Canada. Yes, I do carry 1 year 9 months of work experience in Canada. I still have my visa till December 31 2017.

So you will probably qualify for CEC if the work is skilled (NOC code 0, A or B). If you do then proof of funds is not required.

Note if your work permit finishes in 6 weeks times then it is most likely that you will need to stop work/leave Canada prior to getting your PR application approved.

There is insufficient time now to enter pool, be picked from pool and issue an application prior to to your work permit expiring.
