Maybe I have misunderstood this, I thought it means that they can be no older than 3 mths when first submitted for PR application, but then remain valid for 12 mths, so providing your visa is issued within 12 mths then you are ok, otherwise you may have to apply for an updated one
Who knows, as you say these things are not very clear
