Default PNP Employer Compliance Fee

So the new compliance fee that now needs to be paid by the employer in order to obtain a work permit through PNP makes some sense.

But the $100 for open work permit holders doesn't make any sense at all. When you read what it is used for, it is for them to advertise to future open work permit holders that they can also apply for PR. How can a regulation have been passed that allows CIC to force current applicants to pay this fee on top of the processing fee that they have already paid?

I know under PNP I just have to pay a $155 fee for CIC to print my new work permit but the later seems a little unfair? Am I missing something?

Its so the Govt can monitor the amount of foreign workers being hired who are exempt from getting a LMIA or its another cash grab disguised as a cost recovery fee.
