Default PNP - Bridging Work Permit

I have a question about Open Bridging Work Permits for a family member.

Approved AINP in January and currently on IEC visa which expires end of April 2014. Visa company he is using are submitting an application for a Bridging Open Work Permit however PR application yet to be submitted.

I looked on the CIC website and one of their memo's I interpreted as being that PR application needs to be at initial processing prior to the Bridging Work Permit being issued. His visa company say they just need to send off the AINP nomination with the WP application and it will be good.

I think he may have been given some bad advice from the Visa company but can anyone answer whether the PR application has to be started or not for the Work Permit to be issued?

If the applicant has been approved for PR by the province then the TWP application can be sent off.

I just got PNP approval in SK, applied for the bridging TWP on Feb 25th 2014 and just got an update in mycic account that it has been approved but no letter yet. Online applications for that only take 19 days to process right now.

I'm here on my 2nd year IEC permit which expires in May, glad to have the TWP approved!

Edit - Also I've applied for my PR but heard nothing, I don't think they have to have record of that
