Forgot to mention he has a gas certificate from South Africa, he has 2years experience doing that, can that be added to his hours?

Should be OK, however it is up to the provincial training authority what they accept. A gas ticket in Canada is issued separately and though the various provincial safety authorities.

Hours worked must be proven, so pay slips, tax returns, letters from employers etc.

In the absence of these, or for self employed there is a self declaration, however this meets more scrutiny.
