Please help with Points for Education

I have two Master's degrees (Computer science, Mechanical Engineering) from a US
university. I have a TOEFL score of 640 (1993) and working in IT in US for last 5
years. I believe I am very proficient in English. Would this qualify me for 16 points
in language, or do I need to take a test to prove this?

Fact that you earned your degrees in US will be seen as a sufficient proof of your
English skills.

Conclusive proof of English skills will be in the form of testing once equivalency is
done with Benchmarks. I suspect that IELTS should be fairly close to the Benchmarks
and will likely become one of the first to be accredited.
Suspect also that you may want to make other claims about where your education was
done, in what medium and what subjects taken. It may be that sufficient proof is
obtained this way.
