Picking up the PR Card???

Picking up the PR Card???
I was under the impression that if you gave the address of where you will reside in Canada at the border they will mail the PR card to you. Is this true?
Would one have to go to an office to apply for the PR card or can we do that at the border itself when we land?
How long is it taking to get the PR card now? The last I knew was that it was taking 4 weeks.
Please help. Thank You.

An application will be made for you when you land. If you have an address
in Canada it will be mailed to you. You also can advise later of your
address. Be sure and ask these questions of the officer at the port of
entry when you land.

Thank you Mr. Jim Humphries for repyling.
Is it true that they will mail the PR Card only after June 2003 or if I land in Canada this month in March they will mail it to me now too? I want to be able to leave Canada the next day and come back to the US to complete my education and so cannot stay in Canada till I receive me PR Card.
