Photo by passport request and PR Card, the same?

Default Photo by passport request and PR Card, the same?

When they send passport request, they require 3 photos, in certain specs, I think these are not for PR card.
So, when they require photos for PR card, can I use the same one or the specs are completely different?
Is there photo service at airport/border that wil take PR card photo for us, so we won't have any photo trouble later?

PR card photos are usually taken at the POE when you land.

I got the feeling that the photo on Mr B's COPR would have been used but the lady said "Oh no, it's got pen ink smears on it and it's been stapled at some point so that's no good"...so he got a new one taken there and then. It was very quick, just took him to a side room and took a digipic on the spot.
