Permanant resident of canada living in UK - renewing passport

Ok, so long story short. My husband and i got permanent residency in 2009 along with his daughter who was on the application. She spends approx 20 weeks per year in Canada with us. (we have already spoken to cic about her keeping residency and as its out of her control she will keep it after 5 years regardless of how many days spent here.

Anyway, said child lives most of the time with her mother in the UK and mother needs to renew passport for child for a trip out to Canada this summer. She thinks that its fine to just send it to the UK passport office. But from what i know, it should go to Washington as the child is a Canadian permanent resident regardless of where she is living and has the landing documents in her current passport.

Can anyone shine any light on this as all i can find on the net is that 'if you are in Canada then it goes to Washington' but she isn't in Canada???

Send them an email as per this link and ask for advice.
As daughter is a PERMANENT resident of Canada I think the passport should go to Washington.

Hi,
I don't think PR makes any difference to where you apply for a UK passport, it's based on physical location at the time of application.
I've technically been a PR since Jun 2010, but only actually moved to Canada in May 2012. In Dec 2010 (when I was still physically resident in the UK but had a Canadian PR card) I renewed my UK passport by applying to the UK Passport Office in the UK (nothing to do with Washington). My new passport arrived within about 3 weeks with no problem.

There's nothing in the Immigration and Refugee Protection Act saying that. Or is someone referring to "humanitarian and compassionate" grounds?

In Canada, "Permanent Resident" is an immigration status and does not necessarily equate to physical residence, or tax residence. I see no reason why she needs to present herself to the United Kingdom authorities as a resident of Canada.
