Is a passport needed to apply for PR or a birth certificate and your id and whatever
else you have sufficent? I am american if this needed to be known for this questions.

Follow the instruction from your application kit. It clearly states in the documents
checklist what you need to have - all applicants must have a valid passport and
include it's copy and a copy of birth certificate with immigration application, along
with other required documents.

We required passports, even for my 11 year old son. I already had mine. My sone
didn't have one so we got his from the U.S. Consulate in Toronto.

We did a spousal from within. We did the medicals in March and sent them
in. We sent the rest of the paperwork in on Sept 11th, got he AIP on Nov 20th and
were landed on Dec 7 at 2:15 pm. :)
