Default PASSPORT AND RESIDENCY REQUIREMENTS

As per the latest law, in order to fulfill the residency requirments,
one has to be physically present in Canada for 730 days. In order to
get a passport one has to be in Canada for 3 years in a five year
period. IF one completes the 3 years period in the first three years
of landing, will the passport be granted or one will have to wait for
a full five years period before a passport could be issued.

In order to get Canadian passport you must first become a Canadian citizen.
Permanent Resident is eligible to apply for citizenship after accumulating
1,095 days (3 years) of physical residency in Canada within 4 years preceding
the application. Citizenship application process takes about a year to
complete. And yes - you may apply as soon as you accumulate 1,095 days.

You can apply for Canadian citizenship after three years as a PR,
assuming you've spent the entire time in Canada.

Also, please note that the residence requirement for applying for
citizenship is three years out of the preceding FOUR (NOT five)
years. Don't confuse the rules in the Citizenship Act with the
rules for maintaining permanent resident status; these are two
completely separate laws.
