Default Passport request for someone outside US

Dear Mr. Miller and other experts

My timeline is :
Nov 2001 applied in skilled category at Buffalo, US
Nov 2002 - interview waived
Feb 2003 - added my husband's name to my file
June 2003 - we both did medicals , his from Bombay/India and mine from Detroit

If everything goes well, next should be the passport requests.
My husband will be in the Middle east when this request comes.

Could you please suggest how could he send his passport for stamping ?
Does he need to get it stamped from a Canadian consulate in India/any middle-eastern country ?
or
Should he send his passport to me here and in that case both are stamped at Buffalo ? (wouldn't this be a risky step?)

What is the safest way for him to send his passport to me and me sending it back to him ?

Your advice is greatly appreciated !
