Passport application and strike

Default Passport application and strike

This may be a stupid question, but we just received our citizenship certificate (yay!) and wanted to quickly submit the passport application. Of course, the public sector strike was just announced as we got the application ready and the photos done. The question now is: do we bother sending in the application or is there no point as it will just sit in a pile presumably? If we send it via courier (sending the original citizenship cert) would there even be someone there to sign for it? Your thoughts?
