Parental sponsorship or lack thereof

This is probably just me venting, but I'm yet another resident frustrated by Immigration Canada's processing times for parental sponsorship. Are they really that swamped? So, what alternate plans has anyone come up with?
I've been in Canada 30 years, my parents steadfastly remaining in the UK, but visiting. Lately they have begun to realise it won't all be roses for ever.
The sponsorship app has been in for a year.They are in good health for their age (80's) and travel with assistance. I'm thinking of having them on extended visits, with yearly medical insurance and travelling with them for a couple of weeks a year back in the UK for as long as possible.
Immigration is at a 3-year lag for family sponsorship, plus 3-yr processing time, plus visa processing time. I assuming that the current policy and/or "processing" time means that most, if not all elderly parents will never get here.

1. Parents are not a priority, they haven't paid any taxes in Canada, yet the elderly are a high user of medical/social services in their later years so they end up being a "drain" on the system.
2. Processing time for parents via London and Mississauga would be about 51 months, just think if they were in Sri Lanka, you would be looking at about 80 months.
