Default In P.P. Appln., Notorized decalaration takes more time to issue P.P. WHY?

When a Canadian Citizen applies for Canadian Passport, if any eligible
Guarantor is not personally known to the Applicant for more than 2
years, he can complete "declaration in Lieu of Guarantor" form PPT 132
in front of any Notary under oath.
It says This may delay the processing time of the Passport.
1)What is the reason for this delay
2)How long it takes before they issue the Passport?
