Could someone suggest:

If we plan to staty more than 180 days, outside of Canada, do we require Returning
Permit, under the new laws.

New law is not implemented yet and will probably be fully in force sometimes by the
summer next year (CIC goal is to have all provisions implemented by June 28, 2002).
So, if your intention is to be absent from Canada now for more than 183 days, if you
have valid reason for that and you have established your residency in Canada after
landing then you may and should apply for RRP before leaving.
