Default Original transcript, is it new rule?

Hi all,
I've heard discussions about the original sealed transcript from school. Is it for the new rule or should I arrange to send all original transcripts now? The checklist when the time I apply says 'Copies of educational degrees, diplomas, or certificates for the principal applicant'. Any suggestion?
