I applied for FSW last year and got my AOR from Buffalo in July. I'm on a study permit, which is about to expire, and I was told I can apply for an open work permit. I haven't yet received a medical request from Buffalo. Is it possible for me to apply for this open work permit? When I read the manual: http://www.cic.gc.ca/english/resources/manuals/fw/fw01-eng.pdf it seems that I'm eligible for restricted open work permit. It says that people who passed the medical are eligible for unrestricted open work permit. I guess that open work permit is different from normal work permit as it may not require a job offer, but I'm not sure. Have any of you applied for this? Any comments will be appreciated.

2. If you have graduated from University College, then you can apply for a Post Graduation Work Permit, which is open. See: http://www.cic.gc.ca/english/study/work-postgrad.asp

I found the answer myself while browsing through other immigration forums. I'm not eligible for OWP. Only people who applied for FSW in Canada can apply for OWP. It doesn't apply to people like me who applied to Buffalo in the US. No, I'm not graduating but planning to leave because I only came to study in Canada to apply for FSW--I had already completed a year's study, which made me qualify for FSW app. Anyway, thanks for your response.
