A typically non-committal statement from CIC/IRCC.
A reduction of 1 is a reduction.....
They are just moving the backlog from 'waiting to apply' to 'application in process'.
Given that it currently takes them 6+ months to issue a first PR card rather than the 7 weeks that they claim, anything that they 'announce' should be taken with a very large pinch of salt, particularly anything that was announced since Justnotready Trudeau was elected.

Its looking for likely that Express Entry applications are taking longer then 6 months. Apparently someone on a FB forum has gone over the 6 months and was told by the CIC help desk that it was normal for applications to go over 6 months.
