Hi,
I will be visiting the US to visit my friends.
If I am given 1 year permission to stay there as a visitor(B1/B2) at the port
of entry, can I send my application to Buffalo?

As US is not my home country, would 1 year stay permit as a visitor allow me to apply while i am there?

The duration of stay in case of B1/B2 is given at the port of entry
which is typically 3 months and extendable upto 6 months.

Only some visas are for more more than 1 yr stay H1B/4, L1/2,F1/2,J1/2
and others.

You will not get admission as visitor/tourist on B1/B2 visa for longer than 6 months.
