Default No job offer - PR possible ???

Is Canadian PR possible if one does NOT have a job offer.

My occupation may not be in the list of 38 occupations recently published.

Also, if the present occupation is not on the list, but a past occupation may be - can one be considered for PR.

No, not unless you are working in Canada or have an approved AEO from an Employer in Canada. Check the provincial PNP programs.

I thought that if you had at least one year (in the last ten) in a job on the List then that would let you apply (without the need for pre-arranged employment), even if your current occupation isn't.

If your previous occupation is on the list, and you spent at least one year of the last 10 in it, then you may be able to apply for PR.

Also, don't forget that so long as you have at least one year in an occupation on the List, you can still score further points for additional work experience in Occupations in Skill Level A, B or 0 even if they are not on the List.
