Hi ! I landed in canada on Dec 2000 and has been working as a computer programmer
since. Will the new immigration regulation or proposal affect me in any case ? Is it
retrospective ? Should I apply for a permanent resident card ?

Having landed, you will not be subject to the majority of the provisions of the new
Act and Regulations. The most significant factor for permanent residents (other than
more strict removal provisions) is the changes regarding returning residents.
Specifically, the new Regulations expect to eliminate the 183 Day Rule and subjective
assessment of status of returning residents, and replace such with a more objective 2
of 5 year requirement.

You should also take residency obligation within every five years before you become a citizen.

The new Regulations require 730 days of every five years for a permanent resident to observe the residency obligation. The 730 days include your presence in Canada, or accompanying a citizen overseas, or full time employment overseas assigned by a Canadian institution or company, or spouse of the assigned permanent resident.

How do I apply for a permanent resident card ? Does anybody have any idea on how
much time does it take to get one ? Do I have to then surrender the Proof of
landing paper ?
