Default New CIC Pilot Program for Work Permits for Inland Family Class Applicants

So, CIC announced a new pilot program today for inland applicants:

Program delivery update - December 22, 2014

If I've understood it correctly, here's what it means:

1) Applications who have already submitted an inland application under the family class may be eligible for a work permit before Approval In Principle is otherwise received (currently, the work permit can only be issued after AIP is received).

2) Applicants who did not include an OWP application in their original application can submit one to Vegreville now.

3) Applicants who have already received AIP can apply for the work permit online.

4) Inland applications filed after 22 December 2014 that include an OWP application will have their application for an OWP processed within 4 months.

5) The program will run for one year. After that year, CIC will assess next steps.

I'm not sure what inland applicants who included an OWP with their application but have not yet received AIP are supposed to do... that part really isn't clear... sit tight, I guess?

First stage processing (AIP) is currently quoted at a mind-blowing 16 months...

Interesting, I was just getting ready to apply for Family Class, outland (apply to London, currently in Canada). I wonder if it's a better option for me now to apply inland and also apply for the OWP.
