New application forms/rules - please help

New application forms/rules - please help
Timeline:
Applied : Dec 19,2001
AOR : Nov 6,2002
Received Medical forms : Feb ,2003
File transfered from Buffalo to Seattle with Interview required there.
Waiting to go for medicals,PCC and FBI clearance once intimation for interview is received.
Meanwhile, due to the changes in the regulations between the time I applied and now,
1) Do I need to resubmit all the documents that I did with the earlier application?
2)Are there any new forms/applications to be filled out?
3)Will I be pushed to the end of the line or will I be at the position that the file # dictates?
4)Will I need to send IELTS scores now or can I take them with me to the interview?
