Check out Citizenship and Immigration Canada's web page called Application to Change Conditions or Extend Your Stay in Canada as a Worker.
I've just seen some of your other posts in which you've said you'll be going to Edmonton as an unskilled worker. In that case, you cannot apply for permanent residence via the skilled worker route. Depending on what your occupation is, you may be able to obtain PR via Alberta's Provincial Nominee Program.
I don't know an immigration expert in Edmonton, but there actually is no need to deal with an immigration expert in the city in which you are located. This forum has three immigration experts whose responses to enquiries have shown them to be knowledgeable. I gather from their posts that all three of them live on Canada's west coast. They are Andrew Miller, Jim Humphries and PMM.
Hope that helps.
