Is it possible that someone could not OR did not submit the current employer's reference letter (but submitted other proof such as current pay-stubs and employment offer letter) and still got the PR WITHOUT an interview?

If there is anything substantial not conclusively proven then expect
interview and/or long delays in the process (if not refused sooner).
Employment offer letter proves nothing, pay stubs only prove that you were
paid, so there is still missing proof of duties and tasks performed,
position held, number of hours per week, etc.
You must document all of that in some acceptable and conclusive form anyway
if you want this experience to be counted. Don't count on interview waiver
with incomplete and/or inconclusive evidence.

but not all companies will give you certificate on their letter, head
mentioning the list of responsibilities you held...what to do in that case?
