Mr Miller pls help. Daughter not added in six months!

I applied for visitor's visa for Canada and they kept my application
open (did not issue a visa yet). But the lady was checking my file and
told me that, my daughter is still not in my file! and asked me to
send fax which I did so many times already.
I send the following documents between Sept and Oct 2002 except for
original passport:
* Original birth certificate
* Fees US$ 100.00 (CDN $150.00) [Cashier check cased already]
* Additional family member form
* Cover letters telling them to add my daughter
* Copy of passport
* Letters asking for her medical form
needless to say, I sent about 10 faxes and 5 letters including
certified return receipt and DHL inquiring about the addition of my
daughter but no response and she is not even added!
What does this mean what action can I take against this service while
they take some sort of fees regardless how small that is for
application.
Again my time line:
Appl: Sept 25, 2001
File # Nov 15, 2001
Pin # Dec 2001
New born added: Sept-Oct 2002
Initial Assessment / additional doc request: Oct 1, 2002 (mailed on
Oct 28! received 31st)
Medical Done: Nov 22, 2002 (was asked to do within 60 days)
Sent all documents including ROLF: Oct 2002 - Jan 2003
Feb - present: send many inquires but waiting and waiting
Thank you again in advance.

Unfortunately the only thing you can do is to pound them with your faxes
every day until they react. Also send them a letter by courier.
