I applied the Canada Immigration at Buffalo 10/2001 and received the initial assessment 11/2002. The initial assessment came with the medical form and a letter requires an interview at New York. Because my husband's US visa has expired and it would be very difficulte for him to get a US visa and come for the interview. So we are thinking about going back to our home country then either re-apply or transfer file to our home country. But we are not sure which way is better. Could anybody give some suggestion?

We are considering following facts:
1. For transfering:
- Is it ok to transfer file at this stage? (We've got the initial assessment, have the medical form and required for interview, interview not scheduled)
- Will it take a very long time to transfer file from Buffalo to HongKong?
- Will it require us to fill up a new application form and hence delay the process? (Since the application form has changed or they may think the information of 10/2001 is too old?)

2. For reapply:
- Do we need to infrom Buffalo to cancel our application here? Will this affect our new application?

By the way, we know either way (reapply or transfer) will start the whole process from scratch and assessed under new regulation.

Please give suggestions about which way is better.

It is really hard to advice you without seeing your entire application package
and without knowing why interview is required and what doubts processing
officer has. Transfer of files to the visa post responsible for your home
country (only such transfers requests may be accepted) will put your case at
the bottom of the pile - this is almost were you would end up anyway when
starting new application there. Depending on your circumstances a new
application may be a better choice, but I can't even guess anything here
without full assessment of your case, officer's notes and entire application
package.
