Hi,
I applied for Canadian PR in October 2002 as Federal skilled worker
catogory, I am getting 71 points, I could not take French and English
proficiency tests.
Now, I am thinking to apply from QUEBEC. Can I apply for QUEBEC also
when my application is processing under Federal Skilled worker.
Please advice.

You can apply for Quebec Selection Certificate (CSQ) at any time, but you
can't have 2 PR visa applications at the same time.
