I applied and accepted as a convention refugee from Somalia in 1997 then I
plied for the Permanent Resident from Within Canada as a Protected Persona
and Convention Refugee but my application was refused from the Case
processing Centre as per the letter

This refers to yoru application for permanent residence. Although you were
eligible to apply as Convention Refugee, further processing of your
appliciaotnn has not been possible because:-

- the identity card and birth certificate you have submitted does not meet
the requirements of subsection 46.04(8) of the immigration act. Subsection
46.4(8) states that an immigration officer shall not grant landing until the
application is in possession of a valid and subsisting passport or travel
document or a satisfactory identity document.

If you are a nation of, or if your former habitual residence was in a
country that is included in the Undocumented Conventional Refugee in Canada
Class Regulations (UCRCC), you will be eligible to apply for permanent
residence under that class at a later date. Currently the two countries
included in the UCRCC Regulations are Afghanistan and Somalia.

To apply for permanent residence under UCRCC, five years must have lapsed
from the date the refugee Division determined that you were a Convention
Refugee. If you are eligible to apply at that time, it will be your
responsibility to make appliciaotn for permanent residence as a member of
that class."

My question is that which application kit I sued, Applying for Permanent
Residence from Within Canada as a Protected Person and Convention Refugees"
or " Applying for Permanent Residence from Within Canada on Humanitarian and
Compassionate Cases? Still I do not have any ID? Can I give an affidavit for
my ID? Do I have to pay the application procession fee again?
