Hi, This is for my sister inlaw, she applied in October 2002 through
Paris office, her AOR is dated December 6th 2002. is it too late to
take the ILETS and submit the result to CIC?

It is impossible to know if her application was already assessed or not
without getting CAIPS file. It is much simpler to just submit IELTS results
as soon as possible if she didn't get assessment notice yet.
