If someone got a MA degree (includuing one year or two years program) in Canada, is it still necessary for him to take ITLES to proof the English ability in order to get full marks on language ability according to the old rule and new rule?

IELTS test result is the only evidence which forces processing officer to grant
you objectively number of points for language proficiency accordingly to simple
table - with IELTS there is no room for any subjective evaluation.
If you won't submit IELTS results but will submit so called "substitute
evidence" then such will be subject to rather subjective evaluation by
processing officer and the outcome in most cases will not be as desired by
applicants.
So, if you want to get points you think you should be granted than submit IELTS
test result...

and what if I lived in Canada for 5 years, submitted old toefl result,
graduated from a community college in Toronto and worked in Canada for more
than 4 years?

I know people born in Canada who finished all their education and worked for
20+ years here in Vancouver and still barely speak English - so, living here
for 5 years and finishing college proves nothing. Only IELTS or CELPIP test
result will guarantee objectively granted number of points. But you may try
your luck...
