Recently, I heard that "Only about 26,000 new immigrant-visa applications were received between the end of June 2002 and February 2003. During the same period the year before, the intake was about 100,000, nearly 75% decrease in new applications."

1.Is it a rumour?

2. If it may be true, why the process speed in US is still slow for both old and new applicants.

3. At this speed, could the annual target of immigration be realize this year and next year. Is it possible that immigration quota of skill workers will be reduced greatly next year (2004) due to current economic status and labour market?

1. Undocumented and misrepresented statement. But the fact is that in 2000
and 2001 unprecedented number of application has been filed. Reasons include
implementation of tougher rules by Australia in 2000 and IT bubble burst in
2001 that cause hundreds of thousands of H1 holders in US to be fired or
fear being fired and 99% of them filed Canadian PR applications as they
simply don't want to return to their home countries. So, any numbers prior
to and after those 2 years will always look smaller.

2. All visa posts are still buried under the pile of cases submitted in
2001, especially Buffalo for the reason stated above.

3. All visa posts have so far exceeded their annual targets in all
categories and I don't see any sign of troubles meeting and exceeding
targets in predictable future.
