Dear Mr. Miller,
In the paper signed "Citizenship and Immigration Canada" I received
with the visa there is one paragraph that says like that:
"Please note that you will NOT have the ability to return to Canada
between the period of your arrival and the time you receive the
Permanent Resident Card."
I can see a contradiction with what is on the official site
www.cic.gc.ca :
"If you are a permanent resident and are seeking to re-enter Canada
without a PR card after this date, you will not be permitted to board
your carrier.
You will then need to contact the nearest Canadian embassy or
consulate to obtain a limited use travel document to re-enter Canada
at a cost of $50 for each traveling permanent resident."

Standard form letter to outline that you will not after 31/12/03 be able to
enter Canada on a commercial carrier without a PR card. The reason that the
letter is going out now is that some PR visa will not expire for entry until
after the above date. So those who leave and attempt to return without PR
Card will have to obtain facilitation visa from a Visa office.

There is no contradiction, letter is simply a generic one without full
explanation of options. In the absence of PR Card you will have to apply for
Travel Document through Canadian visa post abroad - it will take quite few
weeks to get one, but it will facilitate re-entry to Canada within timeframe
specified in such TD.
