Default Minister's Permit

What is the procedure for applyign for a Minister's Permit. My father-in-law has
been denied a tourist visa four times now. His refusal is because the immigration
prole do not belive he will rerturn to his home country but try and stay on
humanitarian grounds. He is not from a high economic class which is probably the
real reason.

So how does one apply for a minister's permit.

If they won't issue him a visitor's visa, (temporary resident visa) then they are not
going to issue a minister's permit. Permits are issued to overcome an
inadmissibility.
