Help

I live in Africa. I applied for permanent residence more than two years ago. The
Canadian embassy told me last week that my appliecation had been accepted and that
I would be issued with my PR visa within two to three weeks after I paid my
landing fees.

Yesterday I got called by same embassy telling me that I would only be able to
receive a visa next year - probably Feb or March as they had run out of "quota".

Problem is my visa will expire in middle April because of date of medical. I ll have
to fly to Canada via South Africa and even now the economy class flights to Europe in
March are pretty much booked up.

At this stage I feel like giving the Canadian Embassy a fair amount of
lip. They have messed me around on the paperwork required, first wanting the docs
in this format and then in that and now they tell me I will probably have to
fly myself and my family business class just to get a plane ticket to get to
Canada in time.

Where do I complain or do I just accept this as the way things are. I have been told
(verbally) that I will get a visa and the person that phoned me has assured me I will
get my visa's early next year.

Why not explain the problem to them and ask for special consideration (politely of
course) or do medicals again and extend the validity of your visas

Is there really such a thing as an annual quota for how many immigrants are let into
Canada? I have been told that there is no such thing and that the points system is
used to control the numbers.

There is a -target- number of immigrants, to be admitted in a given year. The actual
number of the immigrants can be both below the target (as was the case the past few
years), and above the target (as seems to be the case this year). In other words,
it's just a guideline, not a quota.

What about Peter's question about complaining ? How do the Immigration Sections in
Canadian embassies handle complaints ?
