you can apply for a medical prior to submitting your application for Canadian permanent residency. This is often done in the "fast track" system. But, the medical report can not be tampered with. A person is only medically inadmissible in Canada if they have a contagious disease which poses a public health risk, or there medical condition will put excessive demands on Canada's social welfare system. My suggestion to you is get a physical from your family doctor. If your doctor says your fine then apply for a medical from a designated medical practitioner.
