Quickest way in
my husband has just received a job offer in Canada and we was hoping to apply for the iec visa when they open in November but with it being a lottery pick we’re seeing if there are other ways to get either pr or work visa. Someone told my husband he could go on a foreign worker visa or pr but unsure about this as I’ve never heard of it. Any help would be much appreciated!!

A job offer is not worth much on its own, unless the job is LMIA exempt, or the business has tried to hire Canadian/PR and not been successful (specific criteria required to prove this). They can then apply for the LMIA ($1000 cost to them) to hire a foreign worker. No guarantee it will be successful though.
IEC is an open work permit and the easiest way to go, so long as the employer is willing to wait.
