Default Medical Inadmissibility

I would like to hear opinion from various experts.

We have a child who is handicapped: he cannot
take care of himself alone and needs help of others
in daily life, but apart from that, he is fine.

He will be in our application as a dependent,
but we plan to declare that we will not accompany him
with us in our application.

How does the medical department of CIC view his conditions
and our application?
If he is assessed Inadmissible medically, the whole application
will be denied, even though he is declared as a non- accompanying
dependent?
That means we don't have any chance to get PR, as long as
we have a handicapped inadmissible child?

Yes, you all will be found inadmissible. Your only slim chance may be if you forfeit your right to sponsor child ever - would you do that just to get to Canada? Would you separate forever from your child? Who will take care of the child? Who will have custody? Those are the doubts processing officer will have if you decide to go this route by submitting sworn declaration not to sponsor your child ever. And it may or may not work. Note that once you sign such declaration it is done - no humanitarian and compassionate grounds will work later.
