Default Med. Doc. / Interview waiver

Dear Sir/Madam:

I have recieved my medical examinations documents for me and my 5 dependents on 24-5-04 . Along with the medical examination documents I have also recieved my entire file package that I have submitted for permenant residence 1.5 year ago except for the following documents (police clearance letters IMM 0008, Schedule 1, Schedule 3, IMM 5406, IMM 5406 and IMM 5476 forms, photos, police clearances). Those documents were kept.

My Question is:
Why does the immigration department in the embassy return those documents to the applicant? Is that an indication of interview waiver since I recieved the medical examinations without formal letter of interview waiver?

I appreciate your feedback
Thank You

Which visa post?

If it is Tel Aviv then it is their standard policy to return documents. Also your interview has been waived, although it may be required later.
