In Quebec evaluation Question 4 says

Question 4 :
Does this diploma fall under a Mutual Recognition Agreement (e.g., the France-Québec agreement)?


what does that mean?!
does University of Melbourne Optometry degree falls under a Mutual Recognition Agreement ?
how can i know that?

How about: contact the provincial licensing body for optometrists in your chosen province and ask them. ?

I suspect you'll find the answer is "no", however, each province has their own requirements.
