Mr Miller,
I'm a retired canadian (dual nationality) married to an englishwoman
and living in the uk. How do I go about getting a canadian passport
for my wife so that we can live in canada?

Sorry, but you can't just "get Canadian passport" for your wife. You must
first sponsor her to immigrate to Canada. Once she is approved and moves to
Canada as Permanent Resident then after 3 years of living here she'll be
able to apply for Canadian citizenship and after that for passport.

So, the first step is to start the sponsorship process. Please visit CIC
