Ok, well, I'm confused! Siouxie normally knows what she's talking about, but you can't apply for PR as a LIC unless you're there working on a TWP for the employer.
It's rather like a PNP app, so you get a job offer and LMO 'sponsored' and then can submit your PR app.
I'm wondering if Siouxie maybe meant the initial TWP?

It was for the initial work permit as a live in caregiver. You cannot apply for that from within Canada.

Of course, the application can be sent to London from anywhere in the world, it just can't be applied for at a Canadian visa office.
