Default a little advise please

Hi guys

I am a PR so this question regards a friend as I am not sure if he has been misinformed.

He is about to apply (from UK) for PR as a skilled worker, he has been informed that once his application has been received by Immigration he can apply for an open work permit until the final decision has been approved/declined. And then find himself a job in any role, until a position meeting his skills becomes available.

Is this correct??

No, that's not correct I'm afraid. Unless you're misunderstood and he's applying under the Provincial Nominee Program rather than as a Federal Skilled Worker?
