Language proficiency on IELTS

Default Language proficiency on IELTS

Hi, I scored 14 points on the language part of the self assessment to take my points score to 70(3 above). On the ielts test i scored a 7 for listening which is 2 points.. Does this matter? I just received an email from my representative saying i need to score 4 on this even though i scored 4 in the other categories, I honestly think this guy is on crack or something.. p.s I've emailed him and explained but waiting for a reply is like waiting on a bus... any feed-back would be appreciated
