I consider my native language to be English even though my parents are
originally from India. I studied at an American High School, completed my
BA in London UK and am working towards my Masters at the University of
Toronto do I need to take the IELTS for the English language points.

Given your background I do not thnk you will have a problem in
substantiating your claim to being fully proficient in English. You will
have to a make a submission to this effect with your aplication for PR.
