Couples of weeks ago I received a letter from the Canadian consulate in Detroit,
asking to pay the ROFL. Does It mean that they already accept me? How long do the
landing papers can take?

Request for the ROL fee would typically indicate acceptance. Assuming that no other
requirements are outstanding, you may expect issuance of landing documents within
3-4 months.
