A certified copy can be obtained from any Commissioner for Oaths in the UK.

I had a form certified by solicitor. Once they are a commissioner of oaths there is no problem. I just searched for that on google and it brought up about 15 places in my area. I had to get common law form certified and it takes 5 minutes and costs £5 per person in the UK. Hope this helps.

All clerks in all County Court offices in England and Wales are Commissioners for Oaths and they will normally certify documents for no fee.
