Yes - landed immigrant is the old name. It is permanent, unless you
forfeit it directly or by not obeying the regulations currently in force
for maintaining it.
You do not have to apply for citizenship. You can remain a PR for life,
but you cannot vote.

but the time spent outside Canada is always a consideration
if you're only a PR. not like being a citizen wherein you can stay
outside canada indefinitely. is that correct?

Correct ... currently you must be in Canada for 2 years in the last 5,
but you have to meet whatever is current.
